Definition Foreign Trade Statistics is about observing and counting commodity movement with world countries including materials produced locally or re-exported or imported, during a specific period of time.



Components In general, Foreign Trade Statistics cover all the goods imported or exported to and from Kuwait.
Import and export statistics reflect governmental and nongovernmental trade movement with the outside world, whether or not carried out by a commercial process:


- Import statistics include the following:

1- Unwrought gold or semi wrought gold which includes gold plated with platinum.

2- Government imports except weapons.

3- Imports by oil companies.

4- Silver unwrought or semi wrought which includes silver plated with gold or platinum.

5- Post parcels.

6- Fish caught in outside regional waters, then imported to the country.

7- Civil aero planes and ships.

8- Live animals imported through land borders.

9- Commercial samples.


- Import statistics do not include the following:

1- Fish caught by the country.

2- Personal Luggage.

3- Fuels and other materials used in local ships and aircrafts.

4- Commodities in transit.

5- Government military weapons.

6- Monetary and bank notes (excluding the new Kuwaiti currency entered for the first time and registered at cost value).

7- Temporary entry which includes returnable exhibition samples, and containers & cylinders used for unloading.

8- Gold ingots used by the Central Bank.

9- Machines and equipment returnable after repairing.

10- Imports of diplomatic missions in the State of Kuwait.


- Export statistics include the following:

1- Unwrought gold or semi wrought gold which includes gold plated with platinum.

2- Exports by oil companies.

3- Re-exported goods.

4- Unwrought or semi-wrought silver which includes silver plated with gold or platinum.

5- Live animals exported through land borders.

6- Provisioning for foreign ships, & aircrafts.

7- Commercial samples.


- Export statistics do not include the following:


1- Personal luggage.

2- Materials sold on board of foreign ships, & aircrafts.

3- Assets in transit area.

4- Foreign currencies.

5- Temporary entry which includes returnable exhibition samples, containers and cylinders used for packing.

6- Machines and equipment sent for repair.

7- Gold ingots used by the Central Bank.

Analytical Framework, Concepts, Definitions, and Classifications
Definition:
Foreign Trade Statistics is about observing and counting commodity movement with world countries including materials produced locally or re-exported or imported, during a specific period of time.

The System followed in the Foreign Trade Statistics in the State of Kuwait is the Special Trade System (Relaxed Definition).

Classification:
The classification used for compiling Kuwait's foreign trade statistics is the Harmonized System (HS) 8-digit.
The first 6-digit (HS) is international and the last 2-digit is national in GCC Countries.

International and regional guidelines:
Kuwait foreign trade statistics is produced according to “UNSD International Merchandise Trade Statistics (IMTS)”.

II.
Scope of the Data
Transactions coverage:
In terms of foreign trade statistics, customs warehouse, free zones and duty-free shops in Kuwait are considered as beyond the customs frontier.

Items not considered as imports / exports include:

 Transit trade,
 Temporary trade (other than inward and outward processing),
 Monetary gold,
 Supplies to foreign ships (exports),
 Repair and Maintenance of machines and equipment.

 Fish caught by the country
 Supplies to national ships abroad (imports).

 Bank notes and coins in circulation (excluding the new Kuwaiti currency entered for the first time and registered at cost value).

 Imports of diplomatic missions in the State of Kuwait,
 Military goods
Geographical coverage:
Geographical coverage is based on customs boundaries.
Statistical territory is the custom territories except free zones and warehouses.

Unrecorded activity:
Shuttle trade and trade with Iraq by land are not included in exports.

III.
Accounting Conventions
Conversion to unit of account:
The Central Bank's daily exchange rates are used to convert foreign currencies into local currency (KD).

Valuation:
Exports are valued Free On Board (FOB) and imports on Cost, Insurance and Freight (CIF).
All terms of deliveries are converted into FOB and CIF by Customs.
